Startup jobs in Toronto and Waterloo: Canada's largest tech market, the Global Talent Stream and what it pays

Toronto is North America's third-largest tech labour market after the Bay Area and New York, and by far the easiest of the three for international candidates to move to. Pay is lower than across the border; immigration is faster and more predictable; and the AI research lineage — Geoffrey Hinton's group at the University of Toronto, the Vector Institute — gives the city a deeper machine-learning scene than its size suggests.

Where the startups are

King West and Liberty Village. The densest cluster of funded startups, coworking, and the MaRS Discovery District's orbit.

Downtown and the Financial District. Fintech (Wealthsimple, Koho, Borrowell), the banks' innovation arms, and the larger scale-ups.

MaRS and the University Avenue corridor. Health tech, AI research spinouts, and the Vector Institute.

The east end and Leslieville. Media, creative and consumer companies.

Kitchener–Waterloo. An hour west: the University of Waterloo's co-op programme has produced an engineering-heavy startup scene (Communitech, Velocity) and a talent pipeline that US companies recruit from aggressively. Many "Toronto" startups have a Waterloo engineering office or vice versa. Ottawa has Shopify and a government and telecom-adjacent cluster.

What's hiring

Fintech and wealth, AI (research and applied), health tech, B2B SaaS, climate and clean energy, proptech, and the ecommerce ecosystem around Shopify. Toronto is also a preferred nearshore engineering location for US companies — same time zone, lower cost, easier visas — so a large share of postings are Canadian teams of American startups.

Pay and contracts

As of writing, senior engineers at funded startups earn roughly C$140k–C$190k; mid-level C$100k–C$140k; product and design similar or slightly lower. Numbers run 30–40% below the same roles in the US; equity grants are smaller too. Salaries are quoted annual and gross. Combined federal and Ontario income tax takes roughly 30–35% of a startup salary. Two to three weeks' leave is standard at startups (statutory minimum is two); benefits usually include supplementary health and dental on top of the public system; RRSP matching is a common perk.

Ontario employment law requires reasonable notice or pay in lieu on termination, which grows with tenure; contracts often try to limit this and are frequently found unenforceable. Probation is typically three months.

Equity is US-style stock options; Canadian tax gives a deduction on option gains in many cases. Ask the usual questions.

Visa routes

Canada is the most straightforward of the big markets. The Global Talent Stream gives two-week work-permit processing for in-demand tech roles at eligible employers — most funded startups qualify. Express Entry is the permanent-residence system, points-based, with category draws that have favoured tech occupations and French speakers. The International Experience Canada working-holiday route covers young people from many countries. US H-1B holders had a dedicated open-work-permit pilot in 2023 and may see similar programmes again. Companies here are used to sponsoring and it rarely blocks a hire.

How hiring works here

Polite, structured, and slower than the US — two to four weeks, with a take-home common. LinkedIn is the main channel; Wellfound and the MaRS, Communitech and university co-op networks follow. Hybrid two to three days is standard; fully remote within Canada is common; remote for a US company from Toronto is very common and pays better.

Practical notes

A one-bedroom downtown runs C$2,200–C$2,800; the city is expensive by Canadian standards and cheap by American ones. Winters are long. Healthcare is public after a short waiting period for new residents.

Getting there. Canada is the easiest Western country for an Indian engineer to move to permanently. The Global Talent Stream gives two-week work-permit processing for tech roles at eligible employers; Express Entry offers permanent residence through a points system that has run category draws for STEM occupations, and Indians are the largest group of new permanent residents. Canadian master's degrees lead to open post-graduation work permits. Toronto also has the largest Indian diaspora in Canada.

Remote from India. Common; Toronto companies (and the Canadian offices of US ones) hire into India through EORs, and Eastern core hours are 7:30 pm–11:30 pm IST.

Pay in context. A C$165k salary nets about C$112k; Toronto rent is C$2,200–C$2,800. Net-after-rent is modestly above a strong Bengaluru senior salary — the draw is permanent residence within a few years, a stable path to citizenship, and the option of working remotely for US companies from a US time zone.
